This initiative would have direct benefits: it would reduce the disposal of used oil (including cooking oil) in the sewers, a practice that clogs the liquid waste system; it would allow used oil (vegetal and mineral) to be filtered and re-utilized as motor fuel or heating fuel; and finally it would allow some enterprising individual to establish small business to collect and recycle oil waste from petrol stations, ]]></description>

1. The European Council took note of the preparatory work carried out in line with its December 2007 conclusions. 
2. The European Council noted the outcome of the referendum in Ireland on the Lisbon Treaty and took stock of the situation on the basis of an initial assessment provided by the Taoiseach Brian Cowen.

This is a reprieve for Mr Prodi, but he is said to have been encouraged to abandon the vote in the Senate.

The visit he paid to President Giorgio Napolitano has fuelled speculation that he might resign before a Senate vote to make it easier to form a caretaker government.

It is the defection of three senators from the small Christian Democrat Party - the UDR - that has wiped out the Prime Minister's slender majority.

Hawiye has served as general secretary of the Somali Red Crescent for the past 17 years and he appears, for now, to enjoy the consensus of politicians and the people, such that a few hundred people led a rally in support of the appointment of Hawiye. 

The UN special envoy for Somalia, Ahmedou Ould Abdallah, also expressed satisfaction with the choice hoping that the accord over the prime minister might lead the way "to a unified approach" of the Somali political world to the solution of the crisis.

<description><![CDATA[<img align="left" src="http://www.ladysilvia.com/articleImage/thumb/100_10541.gif"></img>On the situation in Nepal, where recently seven royal palaces have been confiscated by the authority, (including the Narayanhity of Kathmandu, the palace where King Gyanedra lives and where he can still live "till the next decision of the government"), the Partito della Alternativa Monarchica (Italian Party of the Monarchist Alternative), belives that the comunist's party way of acting is quite out of proportion: all comunist regimes (as such) collapsed economically - of the four formally remaining, two shifted to a capitalist dictatorship (China and Vietnam), and the other two are ruined countries (Cuba and North Corea).

<description><![CDATA[The Partito della Alternativa Monarchica (Italian Party of the Monarchist Alternative) and the "Movimento Monarchico Mitteleuropea Mediterraneo Italia", believes that the only interest given to Nepal by the world public opinion, is due to the presence of a Monarchy in that Country. 

If the Institution was to be changed in favour of a republic, Nepal would completely slip into an anonymous situation and its existence would not be of any interest for anyone, with the possible exception of mountain-climbers. Only a Sovereign is able to be the symbol of tradition but, with a republic, once the traditions are lost, it is very difficult to recover them and only folklore remains.

A Country without traditions it's a Country without future, destined to the gray anonymous squalor that is usual in many republics.

Until now, military responsibilities in Africa were shared among three regional departments: Horn of Africa, which had been assigned to the Miilde East command center (Centcom), Madagascar under the responsibility for the Pacific, while the rest of the continent was controlled by the US command in Europe. In early January, the government of Algiers had rejected the US proposal to house the Africa General Command (Africom), rumored in recent months.

In reaction to Friday's ruling of the Regional Court in Brno which postponed the execution of the decision, Jindriska Koblihova, UOHS deputy chairwoman in charge of the public order section, told CTK today.

She said Autostrade was eliminated from the toll tender by the Transport Ministry in line with the public procurement law. The company, however, can turn to court to seek its rights, she added.

In mid-March, UOHS confirmed the ministry's conduct concerning the toll tender thus enabling it to sign a contract for the supply of the system with the winner of the tender, Kapsch of Austria.

Italy's Autostrade and Spain's Abertis have agreed a merger which will create the world's biggest toll road operator. 
The new firm would have a market value of around 25bn euros ($31bn; £17.3bn). 

But some senior Italian politicians are against the deal, under which toll group Abertis would swallow the Italian roads firm in a one-for-one share swap. 

The new headquarters would be in Barcelona, with an Italian office in Rome. Abertis took control of motorways in north and eastern France last year.

If there is a tie, the presidential election would be determined by the U.S. House of Representatives, with each state getting one vote. The Senate would choose the next vice president with each senator getting to cast a vote.

Defence minister Chetta Thanajaro has been replaced by another army general, Sumpan Boonyanun, while the agriculture minister, Somsak Thepsuthin, has seen his post taken by one of the deputy prime ministers, Wan Muhamad Noor Matha.
